Preamble:
And whereas, through Government Order No. HFW/156/HSH/2024 (Part-2) dated 22.08.2025 and Government Order No. HFW/156/HSH/2024 (Part-2), dated 26.08.2025, detailed conditions were prescribed regarding eligibility, restrictions, and regulation of postings to administrative positions.
And whereas, it is considered necessary to make certain changes with the following
objectives:
1. To give opportunity to post-graduates of any discipline to hold the position of District Surgeon.
2. To ensure minimum prescribed tenure to those officers already working in administrative positions but who do not satisfy the eligibility requirements in the government orders read above.
3. To provide opportunity of serving in two tenures of District Program Officers.
Hence, the following order:

Now therefore, the Government hereby orders modifications in the following conditions of Government Order No. HFW/156/HSH/2024 (Part-2) dated 26.08.2025:
1. Condition no.5(b)(2) shall be read as follows: "The positions of District Surgeons shall be filled by officers who have completed not less than ten years of service after acquiring the postgraduate specialization and the positions of Medical Superintendents shall be filled only by those clinical specialists who have served for at least ten years in clinical specialist positions."
2. Condition no.7 shall be read as follows: The maximum tenure for an officer in any of the special/administrative positions would be 3 years but the maximum tenure for DDs would be 4 years. However, the various postings as DPOs (like RCHO, DSO etc) or as DDs (like DD MH, DD IEC etc) to handle different programs would be counted under the overall designation of DPO or DD for the purpose of counting total tenure. In addition, a maximum of two tenures of three years each shall be permissible in DPO positions provided that both these tenures are not served in the same district. Further, the period served in an "in-charge" capacity shall also be counted as service in that administrative post for the purpose of calculating total tenure. In addition, the provisions of section 6(1) of the Karnataka State Civil Services (Regulation of Transfer of Medical Officers and Other Staff) Act, 2011 about tenure restriction in Greater Bengaluru Area shall mutatis mutandis apply to the above mentioned special/administrative positions. Accordingly, the earlier stipulation in condition no.1 of the Government Order No. HFW/156/HSH/2024 (Part-2) Bengaluru, dated:22.08.2025, stands withdrawn and amended to such extent.
3. Condition no.9 shall be read as follows: The above tenure limits shall apply both to fresh postings and to officers presently holding administrative positions.
All incumbents who have already completed the prescribed tenure in their respective administrative positions or who do not satisfy other eligibility conditions on the date of issue of this Government Order shall be deemed to have completed their tenure, and such posts shall be treated as vacant for the purpose of effecting postings through the common seniority list. However, those current incumbents who do not satisfy the eligibility conditions (including condition no.4 of the Government Order No. HFW/156/HSH/2024 (Part-2) dated 22.08.2025 regarding bar to holding administrative position during the bond period for medical officers sponsored for post-graduation under in-service quota), but who have not yet completed the prescribed tenure of 3 years at the current place, by considering service rendered in different administrative positions, shall be permitted to complete the tenure before being transferred out.
All other conditions specified in related government orders issued till date for guiding the posting of officers on administrative positions, shali remain unchanged.
